A trust is notified to run the management system of temple properly. Its duration is 5 years and has governmental & non-governmental persons as its members. The proposal of appointment of non-governmental staff is sent by the Commissioner of temple trust to the government. All department members of Bilaspur subdivision are Ex-Officio members of this trust. The notification of trust is issued after taking approval from Government by the Temple Commissioner (Deputy Commissioner, Bilaspur). Non-government members include priests of Shri Naina Devi Ji, partners, public representatives of nearby Pachayats and some people from Punjab area who have a significant role in raising funds and other resources for the temple plus members who have extraordinary faith in Shri Naina Devi Ji.
Major decisions are taken by the trust to provide better facilities to the devotees and properly run the management of the temple. Every trust meeting is headed by the president or head of the temple trust and the action report is sent to the temple trust commissioner for approval. Decisions taken in the meeting are implemented only after approval by the commissioner.
